consideration before receiving instructions from my Government. Yet the revised draft inclosed in your note of the 2nd instant is still only based on the text of the draft in your note of the 5th December, 1905. The main objections, which have already previously been pointed out, viz., excessive fees, absence of provisions against the registration of " open marks," and for the protection of Hong names, have still not

been removed.

Moreover, the circumstance that the Registration Office is in Peking, where foreign firms have no representatives, will result in endless difficulties and delays. These are only the main points to which am now drawing attention.

I can therefore again do no more than await the instructions of my Government, and avail, &c.
